WIN International was asked by the Wakayama South Rotary Club to introduce itself at their August 26, 1988 meeting. The following speech was given with the hope of explaining our purpose, philosophy and wishes for the future. I spoke both in English and attempted to speak in Japanese. I thank the Rotary Club for the opportunity to introduce WIN and ask their forgiveness for my poor Japanese.

Members of South Wakayama Rotary Club, it is my pleasure to speak to you today. My name is Deborah Kilgore Inaba. I'm an American from Richmond, Virginia. I've lived in Wakayama City for almost four years.

Today, I've been asked to speak to you about WIN International Newsletter. First, some of the statistics about the paper. We currently have approximately 300 subscribers, mostly Japanese as well as foreign. Melinda Dennis and I are coeditors of the newsletter at this time and we work with eight other people to produce the paper once per month. Production cost is approximately 100,000 yen per issues. Subscribers pay 3000 yen per year for 12 issues of the paper. Staff members work primarily on a volunteer basis. There is almost no financial profit, but that is not our goal. Our goal is to provide English information to the community of Wakayama and to contribute to the International perspective that is necessary in the world today.

WIN International newsletter was begun in September 1987 by Pamela Morgan. Ms. Morgan wanted to start an international newsletter for many reasons. She has since returned to her home in the United States but the current staff has continued to work with the newsletter for many of those same reasons. I'll try to explain some of the reasons for having created an international newsletter here in Wakayama.

The main reason for starting the newsletter was to provide English information to the foreign community of Wakayama. There are many foreigners in Wakayama. Most of these people are very new to Japan, do not speak Japanese and stay for short periods of time, generally one year. They need information about services, doctors, hospitals, insurance, cultural exhibitions, shopping, eating etc. Most importantly, they need this information in English. So WIN International Newsletter has tried to print information that is vital to people who are trying to live normally in a foreign culture. Imagine if you were to live in a foreign country for a year. You're not able to speak the language completely, nor can you read. There's great deal of frustration with the communication barrier, so an information resource in your own language would be much appreciated.

Secondly, we wanted to provide a forum for discussion of cultural topics. What happens when East meets West? In the WIN newsletter, foreigners and Japanese can discuss differences, similarities and exchange their ideas on how we can all live and work together. We feel that discussion is a valuable tool by which many people can give their opinions and learn from others. We often have articles about cultural differences, Japanese arts, events and history. We have advice and complaints about living in Japan and even restaurant recommendations.

Now, WIN also wants to contribute to the Internationalization of Wakayama. "Internationalization" is a tricky word that doesn't have a precise definition. What is Internationalization? We aren't sure, but we think that providing information about other cultures may help people to understand more about each other and thereby become more accepting of differences.

As new foreigners come into Wakayama and other leave, the staff of WIN will, of course, change. But we hope to continue to provide an English information and cultural resource to the community of Wakayama. We hope WIN will continue to contribute to the development of healthy and profitable internationalization in Wakayama.

「私たちがめざすもの」

ＷＩＮインターナショナルニューズレターは、パメラ・モーガンに よって１９８７年９月に始められました。パメラはいろいろな理由 からこのインターナショナルニューズレターを発行し、彼女がアメ リカに帰った後も新しいスタッフが同様の動機からニューズレター 編集の仕事を続けてきました。この和歌山にインターナルニューズ レターが発足したいくつかの理由を以下に説明したいと思います。

ニューズレター発足の第一の理由は、和歌山に住む外国人社会に英 語で情報を提供することでした。和歌山にはたくさんの外国人が住 んでいます。彼らの大部分は日本が初めてで、日本語も喋れず、一 年ほどの短期滞在者です。彼らは公共施設、医者、病院、保険、文化 的催し物、ショッピング、食べ物などの情報を必要としています。そ してもっとも大切なことは、それらの情報を英語で必要としていると いうことです。そこでＷＩＮインターナショナルニューズレターは、 異国で安全な生活を送ろうとしている人たちにとって、大変重要な情 報を提供するよう努めてきました。もし仮に、外国で一年間生活する ことになったと想像してみてください。その国の言葉を完璧には話す ことができないし、また読むこともできません。このコミュニケーシ ョンの障壁によって、多大なフラストレーションに陥り、国際語によ る情報の必要性を痛感するでしょう。

第二に、私たちは文化的な話題について討議できるフォーラム（公開 討論の場）を提供したかったからです。東洋が西洋に出会うとどうな るか。ＷＩＮニューズレターの紙面で外国人と日本人がその違いや類 似点について討議することができ、どのようにしたら私たちが共に生 活し、共に働くことができるかについての意見を交換することができ ます。たくさんの人たちが意見を述べ、そして他からも学ぶことがで きる討論というのは、価値のある手段です。ニューズレターには文化 的な違いや日本の伝統芸能や催し物や歴史についての記事が掲載され ていて、日本での生活の不平不満やアドバイス、推薦できるレストラ ンも載っています。

ＷＩＮは和歌山の国際にも貢献したいと望んでいます。「国際化」 とは、あいまいな言葉で、はっきりした定義はありません。［国際化 って何ですか」と問われても、私たちははっきりした答えを持ってい ません。しかし、異文化についての情報を提供することによって、お 互いに違いをより受け入れやすくなるのではないかと思うのです。

新しい外国人が和歌山に来て、去っていくように、ＷＩＮのスタッフ ももちろん変わります。でも常に和歌山の皆さんに英語の情報や文化 的財産を送り続けたいと思います。私たちはＷＩＮが和歌山の発展と 国際化に寄与することを望みます。
